The statement assumes a fact known and a fact looked up are interchangeable, when internalised knowledge is what makes comprehension, judgement and the detection of error possible.
conditions: external access can replace the need to memorise low-stakes, lookup-able facts, but not the foundational knowledge that thinking, judgement and verification depend on, so the answer turns on which facts and for what.
How to approach it. Judge whether instant online access removes the need to learn facts, separating access from understanding and testing 'no longer necessary' against what facts are for.
Instant access genuinely removes the need to memorise trivial, lookup-able facts, freeing attention for higher-order thinking, but it cannot replace the foundational knowledge that comprehension, judgement and the detection of falsehood require, so the statement is true of facts as storage and false of facts as the scaffolding of thought.
Memory distorts, fades and fails under pressure, while a search returns the exact figure every time, so for accuracy and capacity the external archive genuinely beats the brain, and clinging to rote memorisation can look like nostalgia for an inferior technology. But this confuses storage with cognition: the brain's job was never to be a perfect hard drive but to understand, judge and create, and those functions run on internalised knowledge that no external store can perform on your behalf, so outsourcing memory frees the mind only if the mind still has enough inside it to think with.
Instant access has genuinely freed us from memorising the disposable facts, and a curriculum that still drills them is fighting the last war; but learning facts remains necessary for the knowledge that comprehension, judgement and the detection of falsehood depend on, so the statement is true of facts as storage and false of facts as the scaffolding of thought, and the more information floods online, the more we need the facts that let us use it well.
The statement rests on a category error: it equates information being accessible with a person being knowledgeable, when access and knowledge are different things, so instant retrieval does not reduce the need to learn facts at all; it changes which facts matter and makes the internalised ones more valuable, not less.
People increasingly think with their devices, remembering where to find a fact rather than the fact itself, and this distributed cognition is a real adaptation, not simply a failure, so insisting on a hard wall between access and knowledge can sound like denial of how minds now operate. But distributed cognition still requires a knowing core to direct it, since you cannot remember where to find what you cannot recognise you need, so even the blurred version depends on internalised knowledge, which is precisely what the statement says is no longer necessary.
The statement should be rejected at its root, because it confuses accessible information with possessed knowledge, and these are not interchangeable: instant access changes which facts are worth memorising but raises the value of the internalised knowledge needed to search, judge and integrate, so learning facts is not less necessary in the age of instant access but more, since the person without it cannot tell sense from nonsense in the flood.
Option A accepts the question and conditions it, true for disposable facts, false for the foundational knowledge thinking depends on. Option B rejects the premise, arguing access and knowledge are categorically different so retrieval cannot replace learning and in fact raises its value. Both are defensible: A is the calibrated which-facts Evaluate answer; B is the higher-reward premise-rejecting move that scores if the access-versus-knowledge distinction is held throughout.
