How to approach it. Decide whether using animals for scientific research can ever be justified, testing the absolute 'ever' against purpose, alternatives and the kind of research at stake.
Animal research can be justified, but only where three conditions hold together: the benefit is genuinely grave, no adequate non-animal method exists, and suffering is minimised, so the 'never' position fails on life-saving medicine while the blanket 'always' fails on trivial uses like cosmetics.
If a being can suffer, the argument runs, then inflicting suffering on it for our benefit needs the same justification we would demand for experimenting on a human who cannot consent, and we permit on animals exactly what we forbid on people, which looks like prejudice dressed as science. This deserves to be taken seriously, not waved away. But the position proves too much, since it would also forbid the animal research behind treatments that have saved millions of human and animal lives, and most people, on reflection, do weigh a child's life above a mouse's, so the honest answer is a demanding threshold, not an absolute ban.
Animal research can be justified, and the 'never' position fails on the life-saving medicine that no alternative yet replaces; but it is justified only when the benefit is grave, the alternative absent and the suffering minimised, which is precisely why the same society can defend it for a vaccine and ban it for a cosmetic.
There is no single answer because 'scientific research' is not one domain: in biomedical research with no substitute the use is often justified, in regulatory and cosmetics testing it increasingly is not, and in pure curiosity-driven work the answer turns on stakes, so the only honest position is a verdict that varies by branch, which is why 'ever' is answered yes and 'always' is answered no.
Critics can fairly say that 'grave benefit' and 'no alternative' are judgements researchers make in their own favour, so a domain-based test risks becoming a licence dressed as a principle, with every researcher placing their own work in the justified branch. But this is an argument for independent ethics review and strict validation of alternatives, not for abandoning the distinction, since the alternative, one blanket verdict, is demonstrably wrong for either cosmetics or cancer depending on which way it falls.
Animal research can be justified in the biomedical domain where no substitute exists, cannot be justified in the cosmetics domain a growing number of societies have already banned, and demands the highest scrutiny in pure research, so the only defensible answer to 'ever' is yes for one branch and no for another, which is exactly the answer the undifferentiated question is built to obscure.
Option A answers the absolute 'ever' by setting three conditions and applying them across uses. Option B splits the practice into domains, biomedical, regulatory, pure, that earn opposite verdicts. Both are defensible: A is the clean conditions-based answer to a 'can it ever' stem; B reframes the question as mis-posed because it treats one verdict as possible for many practices.
