The claim assumes a clean line between 'natural' and 'human-caused', when a disaster is a natural hazard meeting a vulnerable society, so human activity often does not create the hazard but turns it into a catastrophe.

How to approach it. Weigh whether most natural disasters are caused by human activity, separating the natural hazard from the human-made disaster, and asking whether humans cause the event or amplify its harm.
Most natural disasters are not caused by human activity if 'disaster' means the geophysical hazard, since earthquakes and volcanoes are indifferent to us; but they are increasingly human-made if 'disaster' means the harm, because climate change drives more extreme weather and human settlement and poverty decide who dies, so the claim is false about the event and largely true about the catastrophe.
Climate change pervades the weather, human settlement shapes exposure, and poverty determines survival, so almost every modern disaster carries a human fingerprint, and a tidy category of the 'purely natural' looks more like denial than analysis. But this is precisely why the claim must be split: humans dominate the harm side while remaining nearly powerless over the great geophysical hazards, so the claim that humans cause most natural disasters is true for the catastrophe and false for the event, and conflating the two is what makes it seem either obviously right or obviously wrong.
Most natural disasters are not caused by human activity if we mean the earthquake or the eruption, which tectonics drive regardless of us; but if we mean the disaster, the dead and the ruined, then human activity is increasingly the cause, through a warming climate, reckless land use and the poverty that decides who survives, so the claim is wrong about the hazard and right about the harm, and the distinction is the whole answer.
The phrase 'natural disaster' smuggles in the answer by labelling as natural an event that is always a collision between a hazard and a society, so the disaster, by definition, is the human part; once that is seen, the claim is almost trivially true, because there is no disaster without people to be harmed, and the useful question is not whether humans cause disasters but which human choices turn hazards into them.
There is a real danger in declaring all disasters human-shaped: it can breed a hubris that we could prevent every catastrophe if only we planned better, when a great earthquake or a super-eruption can overwhelm even the best-prepared society, and pretending otherwise is its own error. But acknowledging the irreducibly natural core of the hazard does not restore the phrase 'natural disaster', because the harm, the part we call the disaster, remains overwhelmingly within human influence, so the reframe holds: nature supplies the hazard, humans largely make the disaster.
The category 'natural disaster' is misleading, because a disaster is by definition a hazard meeting a society, so the disaster is the human part, made by where we build, how we prepare and, now, how we alter the climate; the claim is therefore true in the sense that matters, and its real value is to move disaster from fate to choice, while conceding that the hazard at the core can still exceed any preparation we make.
Option A accepts the natural-versus-human question and conditions it on whether 'disaster' means the hazard (not human-caused) or the harm (increasingly human-caused). Option B rejects the phrase 'natural disaster' itself, arguing a disaster is by definition a hazard meeting a society so the disaster is the human part. Both use attribution science and vulnerability comparisons, but A weighs hazard against harm while B dissolves the category to move disaster from fate to choice.
